Laura Mcallister

Professor Laura McAllister CBE is a trailblazer across sport, public policy, and human rights advocacy. A former captain of the Wales national women’s football team, she was instrumental in lobbying for official recognition of the women’s game by the Football Association of Wales. Her leadership and commitment to equality in sport laid the foundation for greater opportunities and visibility for women athletes in Wales and beyond.

In April 2023, Laura made history by becoming the first female UEFA Vice-President, a milestone achievement for Welsh and European football. In this role, she chairs key committees on gender equality, social responsibility, and sustainability, spearheading UEFA’s efforts to promote inclusion, human rights, and environmental accountability across European football. Her work has driven systemic change in governance structures, representation, and fair play standards within the sport.

Beyond the football pitch, Laura is an esteemed academic and public policy leader. As Professor of Public Policy and the Governance of Wales at Cardiff University, and formerly at the University of Liverpool, she has established herself as one of the UK’s leading experts on devolution, constitutional change, and democratic renewal. Laura has chaired major government commissions and advisory panels, including the Independent Commission on the Constitutional Future of Wales, championing inclusive, participatory governance and rights-based public policy in Wales.

Throughout her career, Laura has consistently bridged the worlds of sport and public affairs, using both platforms to advocate for gender equality, LGBTQ+ inclusion, and social justice. She was Chair of Sport Wales (between 2010-16) until April 2016, Board Member of UK Sport, the Government’s agency for Olympic and Paralympic sport, and former Director of the Football Association of Wales Trust. Her work continues to set new standards for ethical leadership and progressive governance, both in football and in public life.
